FYI: I was in macau yesterday and stumbled across a pawn shop that sells used watches from punters who are desperate for cash to waste on gambling...(its nearby the Lisboa next to the Sintra Hotel).
The proprieter indicates that the Rolexes maintain their value more than others... you can buy a one or two year old model for about 1/3 off.

Where in Hong Kong do you buy seondhand watches and know that they are authentic? I used to buy them at auctions and from a private dealer friend but that was not in Hong Kong. Surely it's not "safe" to walk into some pawn shop and buy?
Also, I have a couple of IWC and Omega watches that I want to sell. What's the best places for sell?

Not sure it's still pertinent, but this site has a lot of excellent information and discussion on watches:
http://www.thepurists.com/
The traditional big three would be, as mentioned above, PP, VC, AP (Patek Philippe, Vacheron Constantin, Audemars Piguet), but since German re-unification the watch making tradition of Glashütte has been resuscitated, to which I am partial. The watches from there tend to have more of an "engineering" feel, more innovation, clean lines, etc.
Check out (roughly descending in price)
A. Lange und Söhne

Good luck, have fun

Also, keep in mind the sturdiness of the watch. If he likes to wear a watch all the time (golf, tennis, etc.) then stay away from the more delicate and complex complications. Personally, I wear my watch all the time so I chose a Rolex.
Another related issue is whether you want to get him a dress watch or a sports watch.
For a sports watch, I would definitely prefer Rolex. For a dress watch, my first preference would be Jaeger LeCoultre or Vacheron. Patek just seems too showy for me.

Btw, unless he really likes Frank Muller, I would not choose that brand. Frank left the company some time ago, and I would not expect collector value to be high for any of the watches made after his departure.

is your husband collects watches, then Panerai is a must have. There is a dealer shop in Price's building, next to IWC shop on the G/F.
oh, and don't buy IWC at the shop in Price's building, you can get the same watch in the watch dealer shops in Central for about 20% less!
