VOIP and/or IPTV available through CTC or others in Shangai?

Need VOIP provider. Is special phone required, or does VOIP come through computer.

Heard that CTC blocks services like SKYPE.

Also, is IPTV ready yet? Any English channels?

Thanks.

I recently arrived in Shanghai and have been using Skype. It works.

SKYPE definately works in both Beijing and Shanghai (at least for me) I use it regularly to speak to friends in China and friends back in Hong Kong when I am in China.

Skype works like a charm in Beijing, even about 12 months ago when my cable connection was so slow that websites were timing out, skype still worked as well as ever (don's ask me how). I've only ever experienced problems with it when the other party is using dial up when they are traveling etc.

I now use it for every long distance call I make.

I see advertising for skype on public transport here, I don't think it's forbidden. If it was, the government would block it!
