In the past (in Australia), I've gotten bank cheques or money orders from a bank in US dollars. Places like Thomas Cook or American Express may also be able to issue money orders. I don't know if any of these options are possible in China though. Failing these options, why not contact the American embassy/consulate and see what they suggest.

Yes, I'm sure that they weren't travellers cheques. I know that Thomas Cook/American Express do travellers, cheques, I just thought that they may do money orders too. I know that my bank in Australia could give me bank cheques/money orders (I forget which they were) in US dollars.

Did you call the U.S. Consulate? Surely they would know the answer to this problem. The other suggestions seem better but here's a third option, maybe. I was just cleaning up my house and ran across an advertisement for "Money Gram" international money transfer service. I don't know if this is a "money order" or not. They advertise "84,000 locations in over 170 countries." The web address is http://www.moneygram.com

okay, well, here's an idea I have used for a different but similar issue: send the package by Fed Ex to anyone in the USA that you would trust to put in a check and forward it on to the proper authority.
