Mine can't get a drop out of those no spill cups with the membrane in the spout, and she's nearly 3...you do need a strong suck for those, so not surprising a new cup drinker would have a hard time.
I started ours out with the Nuk beaker cups at around (can't remember) 9 or 10 mo?. It's a great cup and she took right to it, it's a 4 oz bottle with a spout top instead of a nipple. She still uses them in places where I'd rather not have her spill an open cup, like over the persian rugs.
Mine wasn't using a straw as early as 7 mo, not even close.
