Something I use for my boys who are a bit older is to tell them - you now have 45 mins to get ready, 30 mins, 20 mins, 10 mins, 5 mins - time to go......
If they are not ready they go in what they are wearing - pjamas or whatever, or they don't go. Only has to happen a few times before they understand very clearly.
Sounds like you have sorted her little girl out - they just need to be told the rules and the consequences.
