Try the FCC - if one of your participants is a member I think all you have to do is commmit to a minimum F&B consumption http://www.fcchk.org/

YWCA in McDonald Road have lots of classrooms available not sure about the fees... or what about the central library - perhaps they have study/meeting rooms that can be used? We have used the back room at the restuarnt DOT COD for meetings and we just pay for the food and beverage consumed. This is usually not a lot, just some shared nibbles and one or two drinks each although I am sure it is reasonably expensive in that regard.
