Best Cell Network for Cross-Border

Which cellular phone network provider in HK offers the best deals - price and service - for frequent cross-border business travellers?

I was thinking the 2 phone / 2 SIM option would probably be best - but didn't really want the hassle of setting up an account with China Mobile.


Also, what about the phone's number - does it change with each prepaid SIM you buy - I need to receive incoming calls to a regular numnber.
