If these are the padlocks that the authorities can open I think victor inox produces one, they have an outlet at the airport (under grappas) and a shop in ocen terminal nr marks & spencers

Knew a manager at an airline's baggage handling dept at Heathrow who said the best suitcases to have were Delsey and Samsonite. Although the 'pickings' would be good from these cases the handlers didn't bother because it took too long to break into them. Of course the handlers at JFK airport don't worry about that as a friend can testify.

I went to US recently and used the TSA luggage locks (but otherwise left my luggage unlocked). Didn't have any hassles with the authorities there.

I bought them in Sogo Causeway Bay (luggage department) and also saw them selling in the Samsonite store in IFC.
