Do anyone have up-to-date information on the best place to buy Skinceuticals in Hong Kong, i.e. the place with the least exorbitant mark up? Thanks.

Try Elegant Beauty. They have a few different store locations. I had tried to order from an online store but they would deliver to the U.S. only. The prices at this place is slightly more than what is charged in the online store. Their wesbite is:
