HDMI - Upscaling

Do all DVD players that have a HDMI connection have the ability to upscale the picture from normal DVDs to high definition? I want to buy a GIEC recorder/HDD player the shop isn't too helpful...

Almost all do. At the very least they de-interlace, as HDMI specs do not allow for the transmission of the (unaltered/native) 480i signal (content provider/owners balked at that, having seen what happened with CDs).
