Not sure if the places are legal, but you always see them being flown at weekends on the Dragon's Back (north of Shek O Peak); and between Pyramid Hill (aka Tai Kam Chung) and Ngong Ping... grid reference 171 787 on Countryside Series Sai Kung & CWB map.
