We hired a local relocations company to help us with our move, and unlike the multinational company we hired in coming to HK, this one did a lousy job.
Anyway, after unpacking all the boxes, we realized that there were items missing (several jackets). I have been exchanging emails with the relo office to inquire but the replies weren't positive. Also called the management office of our old flat to confirm that there wasn't any box/items left.
I would like to claim reimbursement from the company for said items. How do I go about this? The items are worth less than HKD 2000, but that's not the point. We did not sign any contract, except for the payment for services.
Any suggestions on which agency to contact?

During the actual packing, I asked the lead packer why the boxes were not numbered and why there was no packing list. He continuously reassured me that they know what they're doing and not to worry..
Unfortunately, the only signed paper I have with me is the receipt of payment, and we did not sign up for any insurance since it's a short-distance move..

If you are saying it is theft, you would surely contact your insurers and the police.

I cannot prove theft-- I think negligence is a more appropriate charge.

It's not your job to prove it. That's the job of the police. Your job is just to report it.
Without a police report, the insurers won't pay. And I can't see any other way you can pressure the removers.
If you go to a lawyer and tell them you have no packing list and no contract (and maybe no appropriate insurance?), I think they would tell you to chalk it up to experience and laugh it off over a beer with friends.

Unfortunately if you didn't get insurance, then you wont be compensated. Even if it's a short distance, things can get lost so insurance is a good idea. It's your word against theirs. What if it was a $100,000 painting that was lost? Surely you wouldn't expect to be compensated HK$100,000 without any contract or insurance?

We have been expats in Hong Kong for over ten years now, and in total have moved within HK three times. The first local move I was also tempted to use a local company as they are much cheaper. Big mistake!! I didn't lose anything, but the whole job was very sloppily done, and the foreman was also very condescending in dismissing my worries and telling me, "they knew what they were doing." Without a packing list and insurance though, I think there is little you can do. For our next two local moves, I used the big multinational companies, and it was smooth sailing.

These guys quoted only a few hundred $$$ short of what the multinational companies submitted, so they are absolutely not cheap. They were recommended by a friend's friend and I saw their ad too in the HK mag, so I thought I'd give them a try.
My mistake in not signing up for insurance...
Is there no other way to get them to claim some responsibility over the lost items? Anyone has any relevant experience to share about writing the consumer council?

As the old saying goes you get what you pay for... sometimes all goes right when you use a cheaper mover but when it goes wrong thats when you find out the cheaper movers have cut corners on packing or insurance...
