I doubt the other school (Kwun Tong) teaches in English.

there are a list of driving instructors who speak in english. unfortunately this list is only available if you visit the transport dept in admiralty.


or you may go near the public library area near the central library, that is where some of them hang out with their cars


these driving instructors don't have a proper school building like the hk school of motoring but they are licensed to teach.

Actually the list of driving instructors is available online btt difficult to locate; I had to call the helpline to find it. It is available here in pdf format:

The only thing is you'll need to know the chinese characters for those operating in HK and Kowloon/NT
