Can anyone tell me how or where to report illegal construction and the working hours contruction is allowed in a residential building.

The permitted hours vary from building to building. Typically they are 9am-6pm Mon-Fri and 9am-1pm on Saturday. Ask your management or (if you suspect they are telling you porkies to get you off the case) ask for a copy of the Deed of Mutual Covenant (DMC) for your building.
