If it were me I'd take my child back to the doctor (or probably another doctor if I felt the first wasn't taking it seriously).
I'd take a stool sample and ask them to check it out. Does your baby have a temp or a rash? Could it be a rota virus? Is she getting enough fluids? I think you really need to check this out, every 20 minutes for 3 days would worry me.
For the sore bottom someone here posted about putting oatmeal in the bottom of an old stocking and then into the babies bath. Worked very well on my youngest and she really seemed to be soothed by it, the rash also went away in about 24-36 hours.

Clean the nappy area with warm water and cotton wool only, no nappy wipes. Try and air dry for one hour if possible, and use generous amounts of barrier cream with zinc oxide. Change nappies frequently, and sit the baby in a tub of warm water after nappy changes if possible.
Once the diarrhea has resolved the nappy rash will heal.
