borrow a working "generic" mouse from someone and plug that one in (having unplugged the other) and see if the new mouse works or has the same problem. If it has the same problem then I would guess it is the usb port. If it works without a hitch, then I would guess your mouse/software is at fault. Make sure you borrow a mouse that does not require special drivers.

Another thougt.

I used to have a similar problem with my compaq laptop. But only with one of the two USB ports (go figure), but it was common to all compaqs of same model.

The make of mouse made no difference.
