My boss has been dropping ineuendoes that he will not pay me my airfare and other moneys which is considerable amount. Should he follow through, what recourses do I have here in Guangzhoul. Where is the Foreign Expert Office here. Thanks for whatever help you can provide.

Depending upon the extent of innuendo whether it is explicitly or implicitly expressed, you may regard you boss has committed anticipatory breach of the employment contract. You have to check the terms and conditions of the contract whether it is subject to PRC law or Hong Kong law. If it is under Hong Kong law, your dispute will come within the jurisdiction of Hong Kong despite you have been seconded to PRC. If it is under PRC law and that the contract was executed in PRC, you have to consult the labour lawyer in Guangzhou.
