I had the same problem with my daughter's school shoes. There is a shop at the peak. If you go to the Peak shopping centre, on the floor where they have the Hard Rock shop, just walk down, there is a shoe shop on the same side (Mirabell I think). There they have shoes for all ages. I bought one black leather pair with buckles(velcro) for my 4 yr old. The cost is around HKD 250.

Also try Sogo in Causeway Bay. Their children dept has shoes corner.

My daughter tried on a bunch of shoes in Dr Kong's and they were all very stiff and uncomfortable.
Sorry I haven't been more help. Good luck with finding some shoes that fit properly!
