Do you mean HK$3,00o or USD$3,000? If its HK then you won't really get anywhere in HK for that, paart from maybe the Northern New Territories. HKIS and GSIS are very expensive, last I heard HKIS was around $130,000 a year, with a private debenture of around $300,000. GSIS is less but still more expensive than most other schools.

Many companies will not pay a debenture, or the school only has a limited number of corporate ones so you may have to buy a private one. Most debentures are refundable, but not all so make sure you check. JIS is only refundable on a pro rate basis, if you are at the school more than x amount of years it is non refundable. And they vary in price, HKIS I think is around $300,000, but that may be the corporate ones which are usually the more expensive, GSIS was $90,000 4 years ago for a private one, but may have gone up.

A debenture is a way for companies that relocate families over from other places, to secure a place in a school for children who may move suddenly, and as HK is an incredibly competitive market, allows families SOME security in getting a school.
Unless your husband's company has already offered debenture, you probably don't have it. Basically it's a HUGE lump sum (generally over $100,000 HKD) given to the school as an interest free loan. Some schools refund the money - no interest paid at the end of your child's schooling. Primrose and CD above have explained it well.

I think the top schools I have seen under the "international" names are probably HKIS, GSIS and CIS (Chinese International School). Of the 3, I would say that the latter two are more consistent in the development of their students.
I know a lot of people instantly throw out the HKIS name without a second thought. Rightly so (in many cases), because each year it pumps in a few students into the top unis in the US. But there is also a huge number of students who do not do as well. GSIS and CIS, on the other hand, seemingly has a more consistent performance output from their student body as a whole.
As for getting in, at this stage in time, you probably have to contact the school directly and buy your way in (as suggested by the debenture comments).

Actually you do not always need a debenture. My son goes to HKIS and we don't have one. We are paying what they call a "Levy" every year. This is an extra $10000 or so each year payable in lieu of buying a debenture. You can enquire about this option if you don't have a debenture.

Yes some schools do do capital levys, but you still need to 'buy' something, you won't get a place unless you have one or the other even if you pass the entrance exams. The difference is levy's are non refundable whereas debentures normally are. When my kids were at JIS we had to pay $11,000 a year levy, I asked many times what it was for, nobody ever gave me an answer. I asked them why they didn't just say the fees were $76k instead of $65k. ESF schools do not operate a debenture or levy scheme, but when you accept the place you have to pay a $10k deposit, which is taken off the school fees once they start.

we have children going to HKIS too, and we don't have any debentures - we pay the levy instead. I don't recall having to 'buy' anything to get into the school.

You're still having to fork out $10k+ a year on top of your fees. OK its not a debenture as such but its still extra, a minimum of $60-70k extra on top of school fees (if your child is at the school 6 years), that you don't get back. At least the debentures are refundable. And by buy I mean you have to have pay out something other than the school fees.
