I think you mean "the Lanes" which are two parallel streets in Central called Li Yuen Street East and Li Yuen Street West. They are signposted from the MTR, I believe also on the tourist signposts. They are also opposite the old (now closed) Lane Crawford shop on Queen's Road Central.
The Lanes are lined with stalls and you'll find many shops just behind the stalls.

Li Yuen Streets are in Central and are perpendicular to Queen's Road Central and Des Voeux Road. The one with the uneven steps is... not sure about the English name (Sek ban gai according to locals).
Most fashion designers go to Shamshui Po.

I was at Li Yuen Street yesterday. THere were quite a number of shops selling fabrics. And lots of variety as well!

I really think it's in Sham Shui Po. I wish I could tell you more specifically but if you go to SSP and get off at the exit that puts you onto the electronics street, make a left at the MTR station and cross over that very big road. If you walk all around that area, particularly heading right after you cross that big road you should see lots and lots of fabric stores, and even an outdoor fabric market.
