Can anyone tell me if its okay for a restaurant to sell alcohol in the premises even if they dont have a license. Or if they can sell it however patrons need to drink the alocohol bought in the restaurant outside

Just wanted to clarify because there is a restaurant that is selling alcohol but not allowing patrons to drink it inside the restaurant
