Yes, I have seen threads like this one before. I think maybe it's best to get a Transunion credit report. That way you will see what they see... bad credit or, more probably, no credit history here in HK... is your salary auto-pay? Mine is and I have been here for 8 years... they just keep upping my credit limits even though I don't really want or need it... even my "entry-level" low-interest-low-fee card has a limit of 100k+... they seem to use no logic...

No, you don't need to be a Permanent resident... I got one being here in my first year... all it took was an autopay salary to HSBC...
