I think the cookies would probably have a different taste and texture than if you used flour, so they might not turn out the way you expect.
If you want to make some cookies without wheat flour, why not do a search on the web for flourless recipes. I'm sure you will find some.

I have checked all my recipes (ok, all two of them) and the biscuit ones with polenta (cornmeal) need plain flour. Lovely Italian zaletti also use both polenta and flour.
I do have a polenta cake recipe which uses ground almonds and no flour... if you are looking for a recipe in which to use polenta but no flour.

baked polenta with mushrooms in a wine sauce - cheese - gooey, yummy and so satisfying. I have a great recipe if you're interested. I think polenta does better "savory" (this is just me) and so this is the way I use up cornmeal. hungry just thinking about it...

You can add a bit of cornmeal to bread, biscuits whatever, but it doesn't have gluten like wheat, so they won't rise quite as well. Think of it as just a bit heavier than whole wheat flour, in terms of rising ability. When I was a student, my Chinese roommate LOVED cornbread but she had no oven back in her home country. We spent many fun hours experimenting to perfect a home-grown recipe that she could take back to China and use to make cornbread pancakes as close as we could get them to baked cornbread!
