If you're anywhere near Sai Kung try giving KK Horticulture a ring. They've recently expanded and stock a load of garden equipment and tools, maybe even pond filters. They speak excellent english and are always incredibly helpful - I'm sure they'll be able to point you in the right direction if they don't actually sell what you're looking for there.

You can try the goldfish market--Tung Choi street--loads of paraphernalia for aquariums and I'm assuming ponds, too. I normally take Prince Edward exit, not sure if it's easier to exit through Mongkok

Have a small pond myself (1M x 0.5M x 0.5M).
Lots of experiments.. My suggestion:
Do consider what Graveyard Pimp has said...Some low-tech solutions:
1. Finish with gloss surfaces (e.g. bathroom tiles): this inhibits algea growth
2. Shield from sunligt as much as possible (Inhibit photo synthesis)
3. Stock with algae eaters (Bottom fish -- Usually Black - Available on / around Tung Choi St.)
4. IMPORTANT: water flow will inhibit algae growth -- Buy a cheap (HK$ 150 - 250) plastic fountain pump, and position it underwater HORIZONTALLY so that it creates an underwater current
