Hi I am a vet in hong kong and yest the pet stores sell unhealthy dogs. It is very difficult to find ones that are healthy even if you have a vet check them. Many viruses take around 2 weeks to show signs of infection so if they are healthy at the time there are still no guaentee's. My advise is stay away from Mong Kok and Causeway bay and only buy animals with 2 vaccinations... and make sure you have a vaccination card and it should minimise how sick the dog will get if it does get a virus. I don't think there is anywhere in hong kong that you can get a healthy dog everytime you are just lucky.
