You can certainly bill him if the proprietor has been gracious enough to provide you with a written admission of his staff's negligence; or you can (threaten to) sue him if you have irrefutable evidence / credible independent witnesses willing to spend their time testifying (big IFs!). Otherwise the damage might be covered if you have an "all risks" section in your home contents insurance or if you bought the painting recently using a premium credit card issued in a nanny state (UK, Oz etc). For restoration, museum curators could doubtless point you in the right direction.

Lineco - Document repair tape

Provides quick, safe repairs or stabilization for torn art, books or documents. Uses a strong, very thin, acid-free tissue coated with neutral pH self-stick adhesive. When applied, the tape virtually disappears to give an unobtrusive and safe repair. While the repair is permanent the tape may be removed with mineral spirits if desired. Two widths, 1/2" and 1" are available.

The website is:

http://www.lineco.com/item.cfm?itemnum=901-0198

Also, there is a very good framer at Pacific Place Mall. Gallery Du Monde - They should have it.

Whatever you do, DO NOT use regular tape to repair the back. The reason being, it is not acid free and the rest of your paper will turn yellow over time due to the acidity and PH balance. Also, it will tear your paper even more when you try to remove it.

Good luck
