100% illegal. He/she is legally permitted to work only for you and only in/around the premises mentioned in the contract. Of course, people do break the law quite frequently on both counts.

Anyone know where / how I can find legal and reliable part time cleaning help? I need someone once a week for about 2-3 hours only. If they are reliable and trustworthy, I can leave them the apartment key and they can go there by herself.

Most Filipinos in Macau live outside their family home. They are everywhere and it would be very easy to find someone to do p/t work. I'm not sure of the legality of it. If you want some help, I have Filipino friend's who used to live in Macau that would be able to provide a name and number for you. As for trustworthyness and reliability, you would need to use your judgement.
