Pugs are so cute and pretty funny little dogs. You could try www.hongkongdogrescue.com as i know they arrange several dog events through the year. If you are on HK side there are always plenty of people walking there dogs around the Peak on a Sunday and I often see pug owners there.

Places like Tai Tam Country park are good places to meet other dogs and owners out for walks. Otherwise the Peak especially on Sunday and public holidays when owners have to take out their dogs.
