Do I need travel permit to get into Lhasa, Tibet?

I'm a dutch working in hk and having china business visa. I just wonder if I can apply for travel permit to Tibet with a business visa? and actually if tavel permit is needed now or not becasue of the tibet railway? If a permit is really needed, where I can apply for it? I will only travel in Lhasa and probably one or 2 popular cities around it. Or do i need to join a package tour in order to get into tibet..? thanks!
