Not exactly correct. You will need two full packages only if you want to be able to simultaneously watch two DIFFERENT channels on the two sets. If you are only using one tv at a time or if you are ok with the same channel showing on both sets, you only require one connection/package/decoder box.

Speaking about NOw TV, is there a way to watch 1 channel and record another one at the same time ? (without having to sets of course)

No, the whole set-up can be had for HKD~1,000. The above is just an example and happens to have an expensive remote.
In any case, some people do not have a choice - in one of our apartments it is not possible to get additional PCCW outlets/boxes in the bedrooms. Hence, have to fall back on the one-box solution (BTW, box has multiple outputs, so no splitter required).
