Dealing with Debt Collecting Agencies

I have recently bought a flat, and I am now getting letters from a debt collecting agency trying to reclaim a PCCW debt from a previous tenant. The agency has now started visiting in person (although not when I am in). I do not know who the person is who owes the debt.


I intend to phone the agency and ask them to stop sending letters and coming to the flat. If this does not work, does anyone have any advice or experience with getting debt collecting agencies to stop coming. I intend to rent out the flat, so I do not want any future tenant to be hasseled.

The exact thing happened to my in laws a couple of years ago. I called the debt collection agency and told them that whoever they were chasing were no longer living there. They asked for a utilities bill proving that the ownership had changed and I provided them with a copy of the land search proving that my in laws had recently bought the flat and the debt collection stopped instantly.
