I am a canadian Citizen working in HK, and wished to know If I can apply a canadian passport for my daughter???? She's 6 now and was born in Taiwan. Anyone???

Have you looked at any Canadian governement websites? They have all the information for you. Before she can get a passport, she needs a citizenship certifcate.
http://www.cic.gc.ca/english/faq/citizen-11.html provides info on citizenship certificates for children born abroad after 1977.
http://www.ppt.gc.ca/abroad/children.aspx?lang=e has info on passports for children, including a link to the application.
http://www.ppt.gc.ca/abroad/index.aspx?lang=e tells you what to do with the application.

Can we apply a citizen card for her while we are out of the country???? The website info are not very infomative and getting connected by phone with the consultate office is like putting teeth. .... Hope someone out there can help...
