My boy is only 2mnths at the moment so maybe this'll change later...but being a life-long video game player and now making them as a career here's my 2 cents:
The amount of time doesn't really matter. If he gets his chores and homework finished first, if he plays age appropriate games, if he has friends that he plays with (in and/or out of the games), and if he isn't just a couch potato, then he'll be ok.
If he understands that games are just 1 of many fun things to do and are a reward for relaxing times or a fun activity with friends then he'll learn to play when he can and get away from the games when more important and competing interests are waiting for him.
