There is a cell phone street across the street from China Plaza...just go up the street that runs next to the KFC, and there are many cell phone stores. You can get a phone that can make local and international calls for around 350 yuan. Where ever you buy the phone can usually also sell a SIM card to you, and help you load money on to it.

I think our phones are the cheapest in China...We have the Motorola C139. It's blue and about 3 inches long (like I said, sells for around 350 rmb). A lot of Chinese will tell you that they cost at least 1,000 rmb because they like to spend a lot on their phones. We had some Chinese friends tell us they would be embarrassed to carry our phones, but we like them and think they work great. We both use ours for local calls as well as calling the U.S. I think that my SIM card (China Mobile) was around 125 rmb. We just add money to our cards as needed...I think that the rates per minute differ according to what time you make a call, but if I remember correctly a call to the US is about 4 rmb per minute (I'm sure Canada would be similar). Hope that helps...You can definitely get a really great phone with all the bells and whistles for 1,000 rmb, but I wouldn't recommend it (You might not have it for very long.)

As far as using a phone back in Canada, my understanding is that you would possibly have to buy a new SIM card there. I know that as long as a phone is "unlocked" and not tied to any particular mobile phone carrier, you can put any kind of SIM card you want in it (and I know that there is GSM technology in the US--probably in Canada too). It's possible that you could find a card that works both here and there, but you might need to have a Chinese person help you ask for it unless you speak excellent Chinese. We were originally told by some people that you had to have a certain phone for international calls, but then we found out that it has more to do with the SIM card than it does the actual phone. In our case, we can use our phones to make international calls, but our phones will only work in mainland China (not even Hong Kong). Happy looking...I hope it doesn't end up costing 1,000 rmb!
