Depending on how naughty, I suggest Ladies' Market in Mong Kok. You can get (buy) a complete costume for $150-$250. All you'll need to add are the white stockings, patent white shoes and maybe a wig... all of which you can find at the same location.
You can probably also find frilly, opaque, full-coverage undies that would maintain a woman's propriety in the situation... or she can simply wear shorts under the costume...

Mong Kok does have them. Some are quite pricey and they don't seem to want to haggle much. All you could want for adult dress up is available in Mong Kok.

Their is a place in central between Stanley st. and Lyndhurst terrace you can find almost everything, as well as wigs etc.
and very economic prices ( well I want to think you will only use it once) good luck

Yes it does. It's Pottinger Street and it has all sorts of wigs.
