For holiday or to work for you as a DH? Different countries have different rules. I'm not sure about Belgium. Have you tried a search on the DH forum? The same question (not specifically Belgium) crops up all the time.

We hired a Filipino DH when we were in UK, it was not difficult as we were both foreigners.

And it was the same for many expats who lived around us at that time.

Try the embassy, they should be able to give you the info.
