advice on living in Taiwan

We are moving to Taiwan for 6 months in september. Our son will be 1 yr old by then. My husband will be working remotely so can work from home, so we can live anywhere we wish. We were thinking of the Ilan area, is this any good? Basically, our only requirement is to be close to some Mandarin language schools fo us (my husband is Chinese background he speaks Hokkien but speaks limited Mandarin and mine is pretty non existent), and to be near some childrens play facilities and maybe day nurseries. Can anyone give advice? Also is it possible to get furnished services apartments that include all utilities (gas, water, electricity)?

We are Australian but currently live in London.

Cheers

Just one word of advice, I-Lan seems to be a place frequently associated with earthquake activities (although most were not severe) in recent years. I'm not sure if you would take this into consideration.
