I don't know about MAC. For xbox, I do see the reason. Xbox are produced with an area code to stop software piracy just like DVD. However, Xbox sold in China may have the code broken so that the set can play all software. Hence, code modified Xboxs do infringe on intellectual property and thus are banded.

You may have to pay import tax, depending on the value of the Mac (and, of course, whether you declare it). Otherwise I dont see why they'd stop you bringing it into the country.
