I think $ 50 is very decent.
I give $ 100 for the manager of our building, and $ 50 for the doorman that helps me a lot, $ 20 for the others that I see but just waves at me.
$ 50 for the garbageman who takes alot of our bulky items throughout the year.

I have to say that in all the many years my husband and I have lived in HK I have never given 2 packets. 2 packets are nice because it's "double good luck" but one packet is more than fine. Basically you are wishing them good luck while also giving them a tip. Give whatever you think is fair. If you've lived in the same apartment building for over a year, and you can afford it, I would say $100 is kind of the minimum.
