I walk my little dog on bowen rd (would be close if you are in upper happy valley). All pedestrian and you can let a dog off its leash but i wouldn’t recommend this at peak time (7-9, 5-8) depends on the dog really. Also be careful as some hideous human being has been known to leave poisoned bait for dogs in the area.. there is a great dog park at the peak... also I am not sure if you can take dogs to the inside of the happy valley track... but thats a great green space.

There's always black's link and the walking trails that start from the wong nai chung reservoir. May be a little too much of a trek to get to those from HV first though - depends how fit you and your dog are!

if you go past the peak tower and then up mount austin road. Keep going until you reach the car park (its near the governers walk which is also gorgeouos) its probably a 0.5km walk to the dog park. from the peak tower but so work it There are three tiers of open spaces and plenty of lovely people and pups. very unique for honkers.
