We are moving from Doha Qatar to Beijing. I am very interested in the cost of living for western food, gas, clothes. Also, can one start to work before their business visa is issued? i.e. on a tourist visa?

A lot depends on your life style. Western food when dining out is probably as expensive as it is in the States unless you go for the Chinese imitation Western food which may be about 1/2 the price. Buying Western food in grocery stores or supermarkets is definitely more expensive and the selections extremely limited.
As for clothing, non-counterfeit Western brands are much more expensive than at home. Local brands are cheaper and sometimes of good quality, but sometimes limited in sizes.
One is not legally supposed to start working until they actually have their work permit, but almost everybody does while the documents are in progress. You need a work visa to work and working on a business visa is illegal.

You obviously are clueless. Nobody can work on a business "F" visa. In order to work you need a work "Z" visa.
