Can anyone recommend a company that can design and build a wardrobe relatively cheaply? (We are in Kennedy Town)

IMHO custom built wooden wardrobes and cabinets are always expensive because of skills and precision involved, and woodworkers are usually the highest paid among home improvement workers. Unless you are ready to pay top dollars and keep a close eye on the design and the actual building process, it is better to get off-the-shelf ones instead.
A built-in wardrobe is fixed, and not easy to be replaced. It also means that it has to be well built and durable, which also means that it has to be built with solid wood instead of composite boards. Solid wood planks are expensive, and that's just material cost.
